A new and improved import control system in the EU

As part of the customs pre-arrival security and safety program, the European Union* has implemented the Import 
Control System 2 (ICS2). It is the data collection on goods prior to loading onto the airplane. It will enable Authorities to identify high-risk shipments, ensure transparency within the supply chain and easier facilitation of trade on 
all modes of transport.

The rollout of ICS2 is being done in a phased manner, continuing now with Release 2 for Airfreight on March 1st 
2023. Ocean-,  Rail-, and Road - freight will follow in Release 3 on March 1st 2024. Release 1 was implemented 
already on March 15th 2021 for express carriers and postal operators.

 

WHEN DOES IT COME INTO FORCE? 

The implementation of the new system is being phased until its full implementation in March 2024.

  • From 03/15/2021, for postal and express shipments by air.
  • From 03/01/2023, for all air cargo.
  • From 03/01/2024, for all other freight transport: sea, inland waterway, rail, and road.

Requirements for Airfreight

Under the current ICS1, airlines file ENS (Entry Summary Declaration) pre-arrival, four hours before the arrival in 
the EU* for every Master Airway Bill (MAWB). ICS2 requires now in addition the Pre-loading Advanced Cargo Infor-
mation (PLACI) on HAWB-Level as soon as possible or latest before pre-loading of goods onto the aircraft. The EU* 
requires the following information under PLACI. Items no. 1, 2 and 3 being newly introduced under ICS2:

  1. Detailed and correct description of goods
  2. Related 6-digit HS codes (used for import into the EU*)
  3. The consignee trader identification number for the cargo staying in EU* (EORI number)
  4. Real shipper (complete name & full address)
  5. Real consignee (complete name & full address)
  6. Number of packages and total gross weight

The shipper is responsible for the accuracy and the collection of relevant information from the consignee (Goods 
description, EU-HS-Code and EORI-Number). Failure to provide correct information on-time may result in that your 
shipment will be forbidden to load onto the aircraft at airport of origin (Denied Loading / DNL), could imply sanc-
tions for non-compliance or incur costs for e.g. storage (to be borne by the shipper and by the freight payer/princi-
pal). For any doubts regarding the information, shippers can verify the information via the European Taxation and 
Customs Union Data Base.

Rhenus, will ensure provision of the ICS2 information as received from the shipper to the European authorities via 
electronic data exchange, our airline partners or directly by self-filing/multiple-filing. A handling and administra-
tional fee will be levied.
