Information about the ro e-transport system

All international transport operations involving goods have had to be registered in the RO e-transport system since 1 July 2024. You can find a summary of issues that you need to note when shipping consignments to and from Romania here.

The reason for introducing the RO e-transport system is to enable the Rhenus Finance Ministry and the Romanian customs authority to monitor cross-border goods traffic more stringently in order to curb tax evasion and prevent illegal trade. Ever since the law came into force on 1 July 2024, any infringements incur significant fines, which may be as high as EUR 20,000 plus the value of the goods. The UIT code is therefore absolutely essential when handing over any consignments. If no UIT number is available, we cannot transport the shipment. The UIT number must be available and be sent to us before the start of the transport service to Romania.  Companies can only apply for it no more than 3 calendar days prior to the transport service.

Important information about your consignment to and from romania:

The legal requirement currently applies to all consignments to and from Romania if they weigh more than 500 kg or if the value of the goods exceeds EUR 2,000 (RON 10,000).

  • Regardless of whether you send us the consignment data by WebOrder, EDI or in writing, you must always mention the value of the goods for all consignments too.
  • We will not load any consignments that exceed the thresholds mentioned above until you have sent us the UIT code.
  • We also require the e-mail address of your recipient in Romania.

FAQ

The Romanian ordering party, which may also be the shipper (for exports, goods of domestic origin) or the recipient (for imports, goods with a domestic destination).

Strictly speaking, simply to communicate the registration number of the truck to the ordering party so that it can pass this on to the authorities, specify the UIT number if the truck is subject to an official check and ensure that the driver carries the UIT number. Active registration number management is an additional service that is subject to charges. 

Yes, provided that the ordering party has appointed/registered Rhenus as the active haulage contractor/carrier. If this is not the case, Rhenus cannot pass on the new registration number to the authority; the ordering party must do so. A haulage contractor/carrier in the sense of the law is a third party that can change registration numbers.

The registration number must be reported when the transport operation starts; if any goods are reloaded, several registration numbers can be stored in the system at the same time. The new registration number can also be subsequently entered into the e-transport portal within the period of validity or entered into a similar IT portal.

The normal freight forwarding operation takes place and the Romanian ordering party bears the risk for this.

Fines of up to RON 100,000 are imposed or the authorities seize the goods up to this value.

As the Romanian shipper/customer must register each consignment individually, it is not possible to consolidate the shipments and list them separately according to different vehicles.
