Rhenus Office Systems handles the digitalisation of the 2022 census

Rhenus Office Systems will digitalise major parts of the 2022 census. The document, information and process manager emerged as the winner in the tender procedure. The awarded contract covers digitalising and recording the data collection records that exist in paper form.

The 2022 census involves counting the population and, in contrast to traditional counting procedures, it will be based on administrative registers that already exist. In order to improve the quality of the data basis, about ten percent of the population will also be directly questioned on a random sample basis. This data needs to be digitalised in order to be available for evaluation. This requires a particularly efficient solution for scanning and recording the information.

The questionnaires needing to be digitalised by Rhenus will come from 13 federal states. The expectation is that this will involve about 50 million pages during 2021 and 2022. Rhenus Office Systems will make use of several high-performance scanners at its business site in Schwarzenbek for this purpose – and they can be scaled in a flexible manner, depending on the amount of data that needs to be processed.

Using its corporate solution, which all the companies involved in the assignment will use, Rhenus will digitalise the documents, classify them, extract requested data and validate it. The data that has been obtained will then be forwarded to the German Federal Statistics Office and will be available in the digital database for inspection and assessment. Any documents that have not been fully completed or are illegible will be automatically rejected and checked manually. “Rhenus is able to single-handedly manage the complete process, ranging from scanning the documents to processing them using artificial intelligence and even performing further processing work and organise its own customer centre,” says Olaf Remmele, Managing Director of Rhenus Office Systems.

The four companies involved at Rhenus Office Systems will be responsible for different task areas. Rhenus Docs to Data will handle the digitalisation of the physical sheets of paper, which will have previously been read by Rhenus Media Systems using artificial intelligence. Rhenus :people! will be responsible for the subsequent recording of the sheets, while Rhenus BPO Services will manage the coordination of the complete process.
